Dr. Matsutani was born in California and has lived in Alaska since 1970. His undergraduate and Master degrees are from the University of California, Los Angeles. His medical degree is from the George Washington School of Medicine with an internship at the Pacific Medical Center in San Francisco. Dr. Matsutani has held various positions throughout the State of Alaska including: Director of Barrow Hospital; Chief of Psychiatric Services and Director of the Alaska Native Medical Center; and Deputy Area Director/Chief Medical Officer of the Alaska Area Native Health Service. In addition he is the founder and operator of the Alaska Guidance Clinic.
