Financial Assistance: Private Pay Discount and
Charitable Services

 

Self Pay Patient Discount Policy

It is the policy of Providence Health & Services, California Region, in response to its philosophy and Mission, to charge all patients an equitable amount for health care services provided. For patients covered by government programs or managed health care plans, the rates charged for services are determined by governmental policy or negotiated contracts. For those patients not covered by a third party payer, the hospital’s retail billed charges will be discounted to an equivalent rate to assure that the privately paying patient will pay essentially the same price for health care as the insured patient. This policy is applicable to all California Region institutional facilities; it does not apply to physician billings.

Discount Rates
Effective August 1, 2004:

  • Acute Inpatients: 150% of the current Medicare acute hospital PPS rates
  • Acute Rehab Inpatients: $1,500 per diem
  • Acute Psych Inpatients: $1,100 per diem
  • Ventilator/Trach SNF patients: $600.00 per day
  • SNF Patients: $450.00 per day
  • Outpatients with retail charges of up to $1,000 30% discount from retail
  • Outpatients with retail charges greater than $1,000 50% discount from retail

Business Office Policy

  1. For patients registered as private pay, the discounts will be automatically applied by the Keane and Meditech systems when the final billing is generated. The discount is permanent and is displayed on the billing.
  2. Patients will receive a letter of explanation with their initial billing.
  3. Should a patient become eligible for any third party payer resource, the account will be reclassified to that payer and the private pay discounts will be removed.
  4. Approved charity will be based on billed charges; the discount will be removed. Finance then calculates the cost of charity care via the Medicare ratio of costs to charges.
  5. The patient can pay in installments if desired.
  6. Accounts will be referred to bad debt at the discounted amount.

It is the policy of Providence Health & Services, Southern California Region (PHSSC), consistent with our Mission and values, to charge all patients a reasonable amount for health care services provided.   For patients covered by government programs, managed health care plans, or other third party payers, the rates charged for services are determined by governmental policy or negotiated contracts.  For those patients not covered by a third party payer, the hospital’s retail billed charges will be discounted.  This policy does not apply to physician billings.

Purpose
To establish a discount policy for all services payable by patients without access to a third party payer resource for health care.

Charitable Services Policy

It is the policy of Providence Health & Services, Southern California Region (PHSSC), consistent with our mission and values, to provide services to all persons, regardless of age, sex, race, religion, origin or ability to pay.   Upon verifying an inability to pay, PHSSC will provide financial assistance to qualifying patients to relieve them of their financial obligation in whole or in part for healthcare services provided by PHSSC.  An inability to pay may be identified at any time.

Purpose

To provide financial assistance to qualifying patients with a verified inability to pay.  This policy is in full compliance with California Assembly Bill 774, effective January 1, 2007, and all collection agencies working on behalf of PHSSC also comply with the provisions of AB 774.
