At the Center for Outcomes Research and Education (CORE), food access has been a key theme in our research and evaluation work for more than a decade. That’s why we were honored and excited to testify to a committee of Oregon legislators on the links between food access and health outcomes. 

In early October 2025, CORE research scientist Sarah Roth teamed up with Providence Community Teaching Kitchen manager Heidi Davis and Population Health Program Director Shelley Yoder to give testimony to the Senate Interim Committee on Health Care. The presentation highlighted a large body of research linking food insecurity to poorer health and healthcare utilization outcomes. Dr. Roth also shared evidence supporting efforts to address food insecurity through federal nutrition assistance programs such as SNAP, as well as initiatives including pantries, produce prescriptions, and teaching kitchens. 

This testimony comes at a critical moment. As Oregon grapples with the impacts of federal legislation on SNAP and Medicaid funding, the evidence shared by Dr. Roth and our Providence partners underscores the urgency of protecting these programs. We remain steadfast in advocating for evidence-based programs that advance health and wellness for Oregonians.
